Eligibility and Reciprocity for Transfers
CADTP grants reciprocity to SUD counselors who meet the following criteria:
- Previously certified or registered by a certifying organization (CO) approved by the Department of Health Care Services (DHCS) or a CO previously recognized by DHCS (within six months of that CO losing recognition).
- Counselors whose certification is current (unexpired) can apply without testing, provided they meet all SUDCC certification eligibility requirements, including exam equivalency, SUD educational hours, and work experience.
- Counselors with expired certifications (less than two years) from a DHCS-approved CO can apply but must meet additional requirements.
- Those with certifications expired more than two years must apply as new candidates and start with the exam application.
- Counselors certified or licensed in another state can apply without testing if they meet the SUDCC certification criteria.
- Transfers from agencies that lost accreditation can be done free of charge within six months of losing accreditation.
Transfers for Registered Counselors
CADTP will only accept transfers from registered counselors within California that are not past their 7 year registration period. Registrations form out-of state will not be accetped for transfer.
For expired registered counselors who have not exceeded their 5-year registration period, you will need:
- Renewal Form AND Reciprocity Form (completely filled out and signed)
- Signed Uniform Code of Conduct; CADTP Code of Ethics
- Documentation based on whcih registration level you qualify for. See more information on the Registrant Renewal Page
- Copy of your State ID or Driver License

Transferring Certification Before Expiration
Counselors whose certification is current (unexpired) may apply for CADTP certification without requiring testing, provided their certification meets all eligibility criteria for SUDCC certification. This includes:
- Exam equivalency
- Required SUD educational hours
- Required hours of actual work experience
Registrants may also apply and maintain their original registration date. However, they cannot exceed the five-year period as required by regulations.
Certification Expiration and Renewal
Once reciprocity is granted, the certification expiration date will align with the expiration date of your current certification from the transferring organization. Afterward, renewals will occur every 2 years, with fees based on your certification level.
Out-of-State Transfers
Counselors or licensed professionals from another state, whose certification or license is current, may apply for CADTP certification without testing. Their certification or license must meet or exceed the eligibility criteria specified for SUDCC certification, including:
- Exam equivalency
